Answer · Health insurance
Do I need health insurance before Anmeldung?
Registration offices do not normally ask for proof of health insurance. But insurance is mandatory for residents in Germany, and insurers, employers and the immigration office all ask for it — sometimes together with your registration certificate. In practice the two run in parallel rather than one strictly before the other.

How the steps interlock
Employees are normally enrolled in statutory insurance through their employer, who needs the insurer's details for payroll. The insurer in turn may ask for your address and, later, your tax ID. That is why the steps feel circular: none of them strictly blocks the others, but each one is easier once another is done.
Students, self-employed people and family members follow different routes, and the route determines which document is needed first. Confirm with the insurer what they need from you specifically.
A workable order
- Arrive with valid cover for the gap before your German insurance starts.
- Confirm the accommodation and get the landlord confirmation signed.
- Register the address, and collect the registration certificate.
- Complete the insurance enrolment and give the membership confirmation to your employer.
- Use the insurance confirmation for the residence permit application.
Do not leave a gap
A period without cover is a problem in two ways: medical costs fall on you, and statutory insurers can charge for months when you should have been insured. If the start date of your German insurance is later than your arrival, keep interim cover until it begins.
Common mistakes
- Delaying enrolment while waiting for a registration appointment.
- Assuming travel insurance covers the residence period.
- Not telling the insurer when your employment or student status changes.
What happens next
- You receive your insurance card and membership confirmation.
- Your employer completes payroll registration with the insurer.
- The membership confirmation supports the residence permit application.

Related questions
- Does the registration office check my insurance?
- Normally not. Registration is about your address; insurance is checked by employers, insurers and the immigration office.
- Can I choose my statutory insurer?
- Generally yes, within the statutory system. The core benefits are set by law, while additional contributions and services differ.
- What if I am not employed yet?
- You still need cover. Which route applies — voluntary statutory membership, family cover or private insurance — depends on your status, so ask an insurer directly.
