Arriving in Germany as a student

Students run a slightly different sequence from employees: insurance proof usually comes before enrolment, enrolment before the residence permit, and the permit carries specific limits on how much you may work. Registration and the tax ID work exactly as they do for everyone else.

Who this applies to

  • You have an admission letter from a German university or are about to enrol.
  • You are arriving from outside the EU on a student visa, or from inside the EU with the same administrative steps minus the visa.
  • You want to work alongside your studies and need to know what your permit allows.

In what order

  1. Now

    Sort out student health insurance

Universities generally require proof of insurance to complete enrolment. Students often qualify for a specific statutory student rate; if you use private cover, check that the university and the immigration office accept it.

  2. Now

Find accommodation you can register at

Dorms, shared flats and sublets all work, as long as whoever provides the room will sign the landlord confirmation. Student housing waiting lists are long, so apply the moment you are admitted.

  3. Next

Complete enrolment and pay the semester contribution

Enrolment produces your student certificate, which the immigration office, insurers and often landlords ask for. The semester contribution is separate from tuition and frequently includes local transport.

  4. Next

Register your address within two weeks

Bring your passport, the landlord confirmation and the registration form. If your dorm room changes, register the new address too.

  5. Next

Apply for the student residence permit

Apply before your entry visa expires, with the enrolment certificate, insurance confirmation, registration certificate and proof of funds. The card will state what work is allowed.

  6. Later

    Set up the money side

Open a bank account, move any blocked-account funds into the agreed monthly pattern, and answer the broadcasting contribution letter — students are not automatically exempt.

  7. Later

    Plan for after graduation

A student permit does not convert automatically. A job-seeking or work permit is a separate application, and starting it before graduation avoids a gap in status.

Documents you need

  • Passport and student visa where applicable
  • University admission and later enrolment certificate
  • Health insurance confirmation accepted by the university
  • Proof of funds, for example a blocked account confirmation
  • Signed landlord confirmation for your room or flat
  • Registration certificate
  • Semester contribution payment confirmation

Common mistakes

  • Working more hours than the permit allows, which can affect later applications.
  • Assuming a private policy from home will be accepted for enrolment.
  • Not re-registering after moving between dorm rooms or flats.
  • Leaving the post-graduation permit change until after the student permit expires.

What happens next

  • You hold a student residence permit with clear conditions and an active insurance membership.
  • Your enrolment is renewed each semester, and the permit is renewed against it.
  • Before graduation, you start the change to a work or job-seeking title.

Related questions

How many hours may I work as a student?
The limit is set by residence law and printed on your permit. Read the card and its insert, and ask the immigration office if it is unclear — the allowance has changed over time.
Do I pay the broadcasting contribution?
Yes, unless you qualify for a specific exemption. It is charged per home, so a shared flat pays once in total.
Does a student permit count towards permanent residence?
Study periods are treated differently from work periods when residence is counted. Ask the immigration office how your years will be assessed before you rely on them.
